Beijing Binglong Mining Co Ltd, established by Mr. Li bin in 1996, specializes on recovery of nonferrous metal tailings. Binlong takes pride in its own renowned Intellectual Property,the Jet Cyclone, an advanced mining concentration technology.
Mr. Libin left his job as civil servant in 1995 and focused on research of mine tailing processing. After 6 years of hard study and repeated industry experiments, he invented the renowned Jet Cyclone Separator with over RMB40 millions of investments in research & development.
1. On 22nd December 2004, the International Corporation and Technology Division of China Ministry of Land and Resources organized experts, Academicians of Chinese Academy of Engineering and other authoritative specialists to authenticate “the application of Jet Cyclone technology in tailings recycling”. The experts predicted that this technology would drive a revolution in the mill run industry in China and give a far-reaching influence on resources effective recycling and mine environmental protection. The outcome of the verification was:” this achievement reaches the world advanced level and is valuable for wide application.”

On 26 May 2005, the Mine Exploitation Bureau of China Ministry of Land & Resources announced that industry tests conducted by Beijing Binlong Mining were proven in effective recovering Zinc & Lead tailings from Baiyin Non-ferrous Group, Rare-earth tailings from Baotou Steel, Nickel tailings from Jinchuan Group and Titanium tailing from Panzhihua Iron-Steel Group.
4. For the purpose of improving macro-productivity of mining industry, China National Development & Reform Commission awarded a Rmb15 million Yuan grant to Beijing Institute of Nonferrous metals and Beijing Binlong Mining Company

Today, there are up to 6 billion tons of mining tailings in various minerals dams in China, the quantity increases by over 30 million tons yearly. Obviously, there are huge amounts of valued minerals, or secondary resources are discharged into the dams cause of low technology of concentration.
China is making continuous efforts to build a resource-saving and environment-friendly society. The state has made regulations and rules to support and encourage recycling economy activities.

For the first time, the Ministry of Land & Resources P.R.C held a tailings recovery equipment verification conference on December 22, 2004 in Beijing. After listening to the inventor’s introduction to the equipment, the experts concluded that it is a new type of flotation mining tailings recovery technology with advantages of high efficiency, energy-saving, low-cost etc.
Jet Cyclone Separator (JCS)technology has been developed and completed by Beijing Binlong Mining Co Ltd and Beijing Institute of non-ferrous metals.
The spokesman of Ministry of Land & Resources said at the conference: ‘the technology has been put into production by Beijing Binlong Mining Co Ltd in October 2002,which has recovered 5,000 tons of Rare-earth from Baotou Steel group in Inner Mongolia and more than 6,000 tons of Zinc & Lead metal from the tailings dam of Baiyin Non-ferrous Metal Group, Gansu Province.’
Beijing Binlong Mining Co Ltd achieves over RMB 30 million Yuan output annually. They not only greatly reduce pollutants discharge, but also provided hundreds local jobs, which has gained both economic and social value.
The spokesman said that the Ministry of Land & Resources will Strongly support and recommend the technology which can significantly improve the utilization rate of resources and develop mining recycle economy.

Problem of Fine Particle Nickel-Copper Flotation dissolved
The technology has been listed in the “National 11th Five-Year Plan” as a key supported item.
Good news from Gansu province lately, Beijing Binlong Mining New Technology Development Co., Ltd successfully solves the difficult problem of recycling fine nickel and copper resources from tailings with the technology of “Jet Cyclone Flotation”. It indicates that we have broken the neck of the key technology of nickel and copper recycling from the largest tailings resources in the Western region which breaks the monopoly abroad in this field.
There are thousands tons of tailings storage in the new and an original tailing storages after the exploitation of Jin chuan nickel ore for 40 years. Currently the tailings increase by 4.5 million tons a year and both of the nickel and copper lost in tailings are above 8,000 tons. After the new system with the processing efficiency of 14,000 tons a day is brought into production, the tailings will be 8 million tons a year and both of the nickel and copper in tailings are above 15,000 tons with considerable potential economic values. It is necessary to have a feasible technical solution to recycle the resources in tailings. It not only can help ease the predicament of the scarcity of raw materials, but also can bring about considerable economic benefits. Simultaneously it is of great significance to the development and utilization of lean ore and resource control strategy of Jinchuan Company.
The dressing plant of Jinchuan Company and Beijing Binlong Mining New Technology Development Co., Ltd cooperated to exploit the minuteness grade nickel and copper resources which were chronically piled in tailings reservoir from April to November in 2004. With the support of the Mine Exploitation and Supervise Department of the Ministry of Land and Resources and Jinchuan Company, Binlong Mining New Technology Development Co., Ltd successfully adopted the patent equipment and core technology of independent intellectual property to resolve the international difficulty about effectively recycling the low-tenor minuteness level nickel and copper resources. Recently, the good news came from Panzhihua Titanium Concentration Plant, Beijing Binlong Mining solved the problem by a new technique called “Jet Cyclone Separator(JCS)”. This is another major breakthrough in tailing re-concentration after success in Gansu Province and Inner Mongolia by Beijing Binlong Mining.
Titanium is one of the valued rare metals, it’s light and highly resistant. Titanium alloy is an excellent raw material in aircraft manufacturing.
In the past twenty years, Comprehensive Utilizations of Panzhihua Titanium tailings was listed in the China National Key Technology R&D Programme. In the efforts of the technology & research people, Panzhihua has accomplished many scientific and technological achievements, such as the optimization of the main flow technology in Titanium Ore Dressing Plant, GL Spiral, Separation technology of sub-fine Ilmenite and online testing of Titanium Concentrates etc… The Titanium recovering technology of Panzhihua is in the worldwide leading position. The Titanium Dressing Plant has reached 300,000 tons of titanium concentrate production per year. The group is the biggest Titanium producer in China.
In year 2004, Panzhihua Titanium Plant completed 140,000 tons of high-tech industrialization demonstration projects, which can successfully recover ores of +0.038 mm. However, the micro-sized Ilmenite couldn’t been recovered effectively because of complexity material features and mineral compositions.
In April 2005, Panzhihua Titanium Company used Jet Cyclone Separator, which had been invented by Beijing Binlong Mining Company, to conduct experiments on sub-fine Ilmenite separation for a period of 14 days. They succeeded in the excellent results of 7.31% of feed grade, 47.56% concentrate grade, 5.46% tailings grade, 4.39% productivity and 28.59% recovery rate.
On the basis of above test results, Panzhihua Titanium Company invited the Chengdu Institute of Mineral Comprehensive Recovery to participate commercial-scale test, mainly in charge of the identification and analyze of testing products. On 7 to 11 September 2005, Jet Cyclone Separator was run 72-hour industry test in Titanium concentrating, the results achieved were of 7.31% of feed grade, 47.56% concentrate grade, 5.46% tailings grade, 4.01% productivity and 28.59% recovery rate.
After demonstration, authoritative experts concluded JCS’s notable features of high recovery rate of Ilmenite, high enrichment ratio and fast separation. Even Though the Panzhihua Titanium ore compositions are lean, miscellaneous and widely distributing, 47% of TiO2 can be obtained from 6.5% tailings by adopting the technical flow sheet of one-stage roughing, one-stage scavenging and three-stage cleaning.

Dry-Disposal Technologies of Nonferrous Metal Tailings Pulp Achieved
